Resort Master Plan


Establishment of the Niseko Resort Master Plan Council

Current Hirafu-zakaThe Niseko Resort Master Plan Council was established in October 2008 with the goal of revitalizing the area and the resorts in Niseko . Although the council’s activity was limited to 6 months, it was agreed that it is important to make the area more attractive and to preserve and improve the scenery.


Burying the powerlines in HirafuAs a part of the long term vision of the Niseko Promotino Board to improve and develop the Niseko All-mountain resort area, the Niseko Promotion Board requested Ricardo Tossani Architecture (a Tokyo based architect firm experienced in resort development) to assist on a master plan for the main street in Hirafu which involved burying the powderlines and improving signage.


Improved signages in Hirafu-zakaMr. Ricardo Tossani advised on the main issues in the street regarding signage issues, burying the powerlines and improving infrastructure. It was also considered important to ensure residents understand the importance of restricting signage and ensuring the landscape is visually appealing. The report on the main street is attached below.
